AIC Warns PECA Act Could Suppress Internet Freedom in Pakistan

The Asia Internet Coalition (AIC), representing major global tech firms, has expressed serious concerns over Pakistanโ€™s newly enacted Prevention of Electronic Crimes (Amendment) Act, 2025 (PECA). The new law aims to combat digital crimes but has sparked criticism over its potential impact on digital rights and economic growth.

AIC Calls for Transparent Consultation

Jeff Paine, Managing Director of AIC, criticized the swift passage of PECA without stakeholder engagement. He stated, โ€œThe amendments, rushed through without any meaningful consultations, would have a significant impact on peopleโ€™s digital rights and freedoms, as well as far-reaching implications for Pakistanโ€™s digital economy.โ€

He urged the government to pause the legislative process and conduct an inclusive public consultation, ensuring that the law aligns with global human rights standards on privacy and freedom of expression.

Strict Penalties and Broad Powers Raise Concerns

The amended PECA Act includes strict penalties, such as up to three years of imprisonment and fines of Rs2 million for spreading misinformation. Additionally, it establishes a Digital Rights Protection Authority (DRPA) with wide-ranging powers to regulate online platforms.

Journalists and rights activists fear that these provisions could be used to suppress free speech. The Pakistan Federal Union of Journalists (PFUJ) has strongly opposed the law, calling it a tool for censorship. Afzal Butt, President of PFUJ, announced nationwide protests and a possible sit-in outside ParliamentPECA if the act is not reconsidered.

Global Repercussions for Pakistan

The European Union (EU) has linked Pakistanโ€™s favorable trade status (GSP+) to improvements in human rights and media freedom. With PECA raising concerns over free expression, Pakistanโ€™s trade relations could be at risk.

Therefore, the government must engage with industry leaders, journalists, and civil society to ensure that PECA safeguards digital rights while maintaining freedom of speech and expression.
