Apple’s documentation explains that this feature will allow developers to build app extensions. That extension will add an “Unwanted Communication” feature that would need to be enabled in the Settings application.

When this feature will be enabled, users would be able to swipe left on an item in the “Recents” tab of the Phone app. It will then reveal a new “Report” option. In the Messages app, SMS messages can be reported by a similar swipe left on the thread. Moreover, it can also be done by a long-press on the message itself. After the user reports the text or call, the application will launch its extension to gather additional details from the user.
