BISP Set to Roll Out Digital Wallets Nationwide by 2026, Starting in AJK

The Benazir Income Support Programme (BISP) will begin the rollout of its digital wallet system in Azad Jammu and Kashmir (AJK) before expanding it nationwide, with full coverage of around 10 million beneficiaries expected by March 2026, officials told a parliamentary committee on Monday.
The update was shared during a meeting of the National Assembly’s Standing Committee on Poverty Alleviation and Social Safety, chaired by Mir Ghulam Ali Talpur, which reviewed the progress of major social protection initiatives.
Briefing the committee, the BISP secretary said the program’s digital transformation was progressing ahead of schedule. He said a pilot phase of the digital wallet system would be launched in AJK in January or February, serving as the first step towards a nationwide rollout.
According to the briefing, approximately 3.7 million SIMs linked to limited mandated accounts have already been issued, with digital wallets activated for beneficiaries. The secretary confirmed that future quarterly installments under BISP will be disbursed through the digital wallet mechanism, replacing conventional cash-based payment channels.
On interoperability, the committee was informed that One Link has been given a three-month timeline to deliver an integrated solution. Once implemented, beneficiaries will be able to use their digital wallets for online payments and cash withdrawals at ATMs of all six partner banks, as well as through their point-of-sale (POS) agents.
The BISP secretary also sought the committee’s support to ensure uninterrupted banking access for beneficiaries, particularly in remote areas. He proposed exploring a structured arrangement with One Link, similar to its existing framework with the Federal Board of Revenue (FBR), to facilitate seamless and standardized payment processing.
Committee members observed that the digital wallet initiative could significantly improve transparency, efficiency, and financial inclusion within Pakistan’s largest social safety net, provided operational and access-related challenges are addressed in a timely manner.
The committee concluded that progress on the digital wallet system would remain under parliamentary oversight and decided that its implementation would be reviewed again in a subsequent meeting involving partner banks, One Link, and the State Bank of Pakistan.
