Pakistan’s satellite communications market is poised for transformation, with global Low Earth Orbit (LEO) satellite operators, including Starlink, OneWeb, and Shanghai Spacecom Satellite Technology, showing keen interest in launching operations in Pakistan. Despite this enthusiasm, these operators are awaiting the mandatory No Objection Certificate (NOC) from the Pakistan Space Activities Regulatory Board (PSARB), a prerequisite for obtaining a license from the Pakistan Telecommunications Authority (PTA).
Starlink and Other LEO Operators Await Government Green Light
The PSARB was established under the Pakistan Space Activities Rules-2024. The board oversees all activities related to outer space and the upper atmosphere within Pakistan. The regulatory framework aims to ensure compliance and security, but delays in issuing NOCs have hindered the entry of LEO satellite operators. Starlink, in particular, has expressed frustration, emphasizing its four-year-long efforts to gain approval. The company has worked closely with SUPARCO and other security agencies to address the government’s concerns and ensure full compliance with Pakistani laws.
Starlink’s potential contributions to Pakistan are significant. The company has already signed a retailer agreement with Paksat. Moreover, it plans to invest millions of dollars in Pakistan once the necessary approvals are granted. This investment includes developing local infrastructure including data centers, fiber optic connectivity, and power solutions. Additionally, Starlink aims to provide equal bandwidth across urban and rural areas, ensuring high-quality connectivity for underserved regions.
