FBR Gets New Digital Powers Over Asset Disclosures of BS-17 and Above Officers

The federal government has shifted asset declarations of BS-17 and above civil servants to a digital system, giving the Federal Board of Revenue a central role in submission and verification.
Under the new mechanism, officers will file their income and asset declarations through the FBR’s dedicated online portal instead of the previous manual process.
The system has been introduced by the Establishment Division in coordination with the FBR under Section 15-A of the Civil Servants Act, 1973, and Rule 12 of the Civil Servants (Conduct) Rules, 2026.
The filing deadline for financial year 2025-26 has been set for October 30, 2026, while corrections may be made until November 30 with authorization from the relevant Cadre Administrator.
What Officers Will Have to Disclose
The digital declaration will cover properties, local and foreign bank accounts, investments, vehicles, liabilities, income, and major expenses.
Officers will also be required to provide information relating to their spouses and dependents, along with social media accounts and any foreign nationality or permanent residency status.
The FBR will carry out risk-based verification of submitted information and share the findings with the relevant Cadre Administrator.
Selected non-sensitive portions of the declarations may also be published on the FBR website.
The Establishment Division has warned that inaccurate information, concealment, or failure to submit declarations may lead to disciplinary action under the relevant rules.
The move marks a wider shift toward digital monitoring and verification of asset disclosures across the federal bureaucracy.
