FIA Partners With Meta to Speed Up Pakistan’s Cybercrime Investigations

For years, when Pakistani investigators needed data from Meta to build a cybercrime case, the request went through Mutual Legal Assistance Treaties or Interpol channels, a route that could take months to produce an answer, if it produced one at all. That bottleneck has now been narrowed.

The Federal Investigation Agency has established a direct, official communication channel with Meta Asia Pacific, aimed at speeding up investigations into organised cybercrime, online fraud and hate speech. Under the arrangement, Meta has formally recognised the FIA’s Single Point of Contact, based at the agency’s National Command and Control Centre, as the designated channel for secure, lawful data requests concerning Facebook, Instagram and WhatsApp.

What Changes, Procedurally

The mechanics are specific. An Investigating Officer compiles a case file with the required legal documents and relevant Meta account identifiers. That file goes to the Circle In-charge for scrutiny and approval, then to the FIA’s official SPOC at NC3, who forwards it to Meta APAC through the newly established channel.

Everything now routes through that single point, a structural choice FIA officials frame as being about accountability as much as speed. “All requests will be routed through a single, designated channel to ensure accountability, audit trail and speed,” an FIA official said.

The categories of requests covered are broad: preservation requests, basic subscriber information, account registration details, login IP history, content removal requests, and emergency disclosure requests, the last of which typically applies to cases involving imminent risk to life.

Officials say the shift will cut response time from months to days. FIA Director General Dr Usman Anwar said the channel would significantly strengthen the agency’s ability to respond to time-sensitive cases involving terrorism and child exploitation.

Part of a Broader NC3 Build-Out

The Meta channel isn’t an isolated development; it lands amid a wider expansion of what NC3 does. The centre has recently become the base for a new FIA cryptocurrency investigation unit targeting money laundering and terrorism financing through virtual currencies, alongside existing anti-money laundering, border monitoring, and Interpol coordination functions. NC3’s case management system is also built to enable real-time tracking of investigations across FIA offices nationwide, with cyber patrolling, dark web monitoring and open-source intelligence capabilities feeding into the same centre.

Read against that, the Meta channel looks less like a standalone deal and more like a deliberate consolidation strategy: rather than negotiating case-by-case cooperation, FIA is centralising both domestic case-handling and its most important international data-request relationships inside one command structure.

Why the MLAT Bottleneck Mattered

Mutual Legal Assistance Treaties exist for a good reason; they build in judicial oversight for cross-border data requests, which matters when a foreign law enforcement agency is asking a US-based company to hand over user data. But that oversight comes at a cost: MLAT requests routinely take months to process, an eternity in cases where evidence, chat logs, account activity, or IP history can be deleted, encrypted further, or simply become stale.

For Pakistan’s cybercrime caseload, that lag has been a structural handicap. Fraud rings shift tactics faster than a treaty-based request can be answered. Child exploitation cases, where the FIA has flagged urgency specifically, often hinge on time-sensitive account data that loses investigative value the longer it takes to retrieve.

A direct SPOC-to-Meta channel doesn’t eliminate legal safeguards. the FIA’s own procedure still requires case documentation and internal sign-off before a request goes out, but it removes the treaty layer that previously added the bulk of the delay.

What’s Still Unclear

The source material doesn’t specify what legal standard Meta will apply when reviewing FIA requests, how emergency disclosure requests will be verified, or whether there’s an appeals or audit mechanism if a request is challenged as overbroad. Whether this channel applies retroactively to pending cases or only to new ones filed after the agreement took effect, those are the details worth watching for as the arrangement is put into practice. A faster channel is only as good as the safeguards built around it, and neither the FIA nor Meta has yet said much publicly about that side of the mechanism.
