Government Eyes EV Boom with New Automotive Policy Framework

The federal government is moving to accelerate the adoption of electric vehicles (EVs) and strengthen domestic manufacturing as it reviews a new automotive policy framework aimed at supporting industrial growth, job creation, and climate goals.

The initiative emerged from a high-level inter-ministerial meeting chaired by Deputy Prime Minister and Foreign Minister Senator Ishaq Dar, where policymakers discussed measures to position electric mobility at the center of Pakistan’s future transportation and industrial strategy.

Officials reviewed a range of proposals designed to encourage EV adoption, expand local production capabilities, attract investment, and create a more competitive automotive ecosystem. The discussions also focused on reducing carbon emissions and aligning Pakistan’s transport sector with broader environmental objectives.

Electric vehicles are increasingly being viewed as a key opportunity for economic growth. Policymakers believe the sector could generate thousands of jobs across vehicle assembly, battery manufacturing, charging infrastructure, maintenance services, and related supply chains.

Despite growing interest, Pakistan’s EV market remains at an early stage. Electric motorcycles and three-wheelers currently dominate registrations, while passenger EV adoption remains relatively limited due to challenges such as charging infrastructure, import costs, and limited local manufacturing.

To address these issues, the government is considering incentives for consumers and manufacturers, policy reforms to support industry growth, and measures aimed at increasing local value addition within the automotive sector.

Officials also discussed strategies to boost exports and encourage investment in advanced automotive technologies, viewing electric mobility as a potential driver of future industrial competitiveness.

Industry experts have long argued that a clear and consistent policy framework is essential for unlocking investment in charging networks, battery production, and EV assembly plants. The new policy review is expected to address these concerns while providing a roadmap for long-term sector growth.

As part of the process, a dedicated subcommittee has been formed to engage automakers, parts manufacturers, energy providers, investors, and other stakeholders before final recommendations are submitted.

The consultations will help shape Pakistan’s next-generation automotive policy, which policymakers hope will accelerate EV adoption, strengthen local manufacturing, and support the country’s transition toward cleaner and more sustainable transportation.

With electric vehicles now firmly on the government’s policy agenda, the forthcoming framework could play a significant role in determining the future of mobility, industrial development, and green technology in Pakistan.
