Government Outlines Telecom Connectivity Plans and USF Fund Utilization

The National Assembly’s Standing Committee on Information Technology and Telecommunication was briefed on ongoing telecom infrastructure initiatives, including the utilization of Universal Service Fund (USF) allocations and long-term connectivity plans.

During the session, Federal Minister Shaza Fatima Khwaja informed members that the government had prepared a five-year telecom plan and a broader 2030 connectivity roadmap under the guidance of the Prime Minister. She noted that the plans aim to enhance network coverage, particularly in underserved and remote areas, and ensure readiness ahead of the upcoming 5G rollout.

The committee was also briefed on the status of USF funds, which historically remained underutilized. According to PTA officials, approximately 50 billion PKR were once held in USF accounts, some of which were returned to the government due to inactivity. The fund’s reallocation and utilization have been gradually resumed since 2022 under directives from the Special Investment Fund Committee (SIFC), with full disbursement expected by 2026.

Shaza Fatima further highlighted recent developments in the telecom sector, including the merger of two major telecom companies. She emphasized ongoing efforts to improve oversight of departmental funds and ensure efficient execution of connectivity projects.

The committee members welcomed the strategic planning but stressed that implementation and monitoring would be key to achieving tangible improvements, particularly in rural and low-coverage areas.
