Govt Reviews Right of Way Rules Under Telecom Amendment Bill 2026

A meeting of the committee reviewing the Right of Way provisions under the Pakistan Telecommunication (Re-organization) Amendment Bill 2026 was held under the chairmanship of Federal Minister for Law & Justice Senator Azam Nazeer Tarar.

Federal Minister for Information Technology and Telecommunication Shaza Fatima, along with senior officials of the Ministry of Law & Justice and the Ministry of Information Technology and Telecommunication, attended the meeting.

The meeting undertook a detailed review of the proposed amendments relating to Right of Way and the existing legal framework. They also discussed the legal aspects concerning the installation of telecommunication infrastructure and the use of Right of Way.

The meeting reviewed matters relating to defining the jurisdiction of federal, provincial and local authorities with regard to public, common-development and private properties.

The participants also discussed the mechanism for obtaining written consent of property owners for the installation of telecommunication infrastructure on private property, as well as consent, compensation and other legal requirements relating to the use of Right of Way.

Federal Minister for Law & Justice Senator Azam Nazeer Tarar said that an appropriate balance between the requirements of telecom infrastructure and private property rights was essential. He said the government would expand digital connectivity while protecting citizens’ property rights.

Senator Azam Nazeer Tarar emphasized the need to remove legal ambiguities relating to Right of Way and develop a clear and effective legal framework. He also stressed the importance of a transparent, clear and workable mechanism for the use of Right of Way.

The Federal Minister said the government must protect property owners’ rights while expanding telecommunication infrastructure.

He said that the promotion of digital connectivity required a legal framework that protected the rights and interests of all stakeholders.

The meeting also considered a proposal to bring new and emerging technologies within the legal framework through appropriate rules and regulations.

The participants discussed defining the responsibilities of telecom companies and relevant property owners, including responsibilities relating to the protection, maintenance and restoration of properties following the installation of telecommunication infrastructure.

The Federal Minister directed the Ministry of IT and Telecommunication to address potential legal and practical issues in the proposed legislation.

The Ministry of IT and Telecommunication will finalize the proposed legislation and present it to the committee.
