HEC Introduces Blockchain-Based Degree Attestation System

The Higher Education Commission (HEC) has taken a major step toward modernizing the degree attestation process in Pakistan. HEC has finalized a new Blockchain-Based Degree Attestation System. This development aims to end manual verification and remove the need for physical visits to HEC offices.
The procurement phase has already been completed. Officials confirmed that the system will become fully functional in the next six months. Once implemented, it will change how students and graduates verify their degrees.

According to details, the acting Chairman of HEC, Mr. Nadeem Mahbub, has instructed teams to prioritize and complete the project quickly. He emphasized that the new system will improve transparency and efficiency. He was also briefed that students will not have to provide physical copies of their degrees or travel for attestation anymore.
Under the system, degree records will also be secured on blockchain. This means that once a degree is verified, it cannot be altered. The record will remain digitally stored and accessible whenever needed.
The system is especially beneficial for institutions that already use Enterprise Resource Planning (ERP) systems. Currently, 25 universities have fully implemented ERP. For students graduating from these universities, the process will be even easier. Their academic records will automatically be uploaded to the blockchain after graduation. They will not need to submit any documents. Their verified degree will be available through the HEC portal instantly.
For universities without ERP systems, the process will still be online but slightly different. Students will upload their degree and transcript on the HEC portal. The documents will then be forwarded to the relevant university dashboard. Once the university verifies them, the documents will be added to the blockchain.
This entire procedure will eliminate the need for physical document hacause. Moreover, there will be no requirement for manual stamps, which often caused delays. Everything will become paperless and automated.

Once implemented, the new attestation process will help several stakeholders. Government departments, embassies, private companies, and the Foreign Office will be able to verify degrees instantly. They will access the official record directly through the system. It will also reduce cases of fake degrees, altered transcripts, and forged signatures.
The degree verification will become faster and more secure through digital authentication. Students living abroad will be among the biggest beneficiaries. They will also no longer need to send physical documents or request someone to visit an HEC office on their behalf.
This new system represents an important shift toward digital governance. It introduces transparency and reduces processing time. It will also build trust among international institutions that often ask for verified documentation.
