HEC Launches ‘MAKTAB’ to Digitize Universities, Boost Transparency and Governance

The Higher Education Commission (HEC) on Tuesday launched MAKTAB, a comprehensive digital automation suite aimed at transforming Pakistan’s public sector universities by digitizing their academic, administrative, and financial functions, in a major step toward transparent and efficient service delivery.

The platform, introduced under the World Bank–funded Higher Education Development in Pakistan (HEDP) project, integrates SAP-based Enterprise Resource Planning (ERP), a Student Lifecycle Management System (SLcM), and Blackboard’s Learning Management System (LMS). In its first phase, MAKTAB has been deployed across 25 public sector universities, marking a shift from fragmented manual processes to a unified, technology-driven governance framework.

According to HEC, the initiative lays the foundation of a national Higher Education Management Information System (HEMIS), designed to strengthen institutional accountability, improve decision-making through real-time data, and support evidence-based policymaking across the higher education sector.

The launch ceremony was attended virtually by Federal Minister for Planning, Development, and Special Initiatives Ahsan Iqbal Chaudhary, alongside Minister of State for Federal Education and Professional Training Wajiha Qamar, HEC Chairman Nadeem Mahbub, Executive Director of HEC Prof. Dr. Zia ul Haq, former HEC Chairman Dr. Mukhtar Ahmed, vice chancellors of participating universities, development partners, and senior officials.

Addressing the event, Mr Iqbal described MAKTAB as a transformative reform, stating that it reflected Pakistan’s commitment to institutional excellence rather than merely the adoption of digital tools. Emphasizing the role of technology and skilled human capital in national development, he said strong institutions were critical to achieving long-term progress. The minister reaffirmed the government’s commitment to advancing the goals of Uraan Pakistan, building on the foundations laid under Vision 2025.

“Let’s think deeply, act decisively, and work collectively for the development of Pakistan’s higher education system,” Mr. Iqbal said.

Minister of State Wajiha Qamar termed MAKTAB a long-awaited milestone and said the initiative would significantly enhance transparency, digitization, and quality across universities. She stressed the importance of integrating the platform into the Public Sector Development Programme (PSDP) to enable its expansion across the higher education sector.

HEC Chairman Nadeem Mahbub praised the collective efforts of stakeholders and development partners, noting that MAKTAB represented a major step toward building a smarter and more accountable higher education system. He urged universities to ensure sustained adoption and effective utilization of the platform to fully realize its benefits.

Executive Director of HEC Prof. Dr. Zia ul Haq acknowledged the implementation challenges associated with large-scale reforms but expressed confidence that continued collaboration and institutional ownership would ensure the program’s long-term success.

Under MAKTAB, the SAP-based ERP system serves as the digital backbone for participating universities, standardizing financial operations such as budgeting, accounting, payments, and statutory reporting. It also streamlines procurement and supply chain management while enabling systematic tracking and maintenance of physical assets through Enterprise Asset Management modules.

The platform’s Human Capital Management (HCM) and payroll components digitize the complete employee lifecycle, from recruitment and service records to payroll and benefits, enhancing transparency and workforce planning.

Meanwhile, the Student Lifecycle Management (SLcM) system digitizes the entire academic journey, including admissions, enrollment, course registration, assessments, and result declaration, reducing administrative delays and ensuring merit-based processes.

The integration of Blackboard LMS further supports online, blended, and hybrid learning, allowing faculty to manage coursework, assessments, and student engagement through a centralized digital platform.

HEC officials said MAKTAB is expected to play a key role in modernizing Pakistan’s higher education ecosystem, strengthening governance, and positioning universities to meet evolving global academic and technological standards.
