Pakistan to Review Roles of PTA, NITB, PSEB, Ignite and Other Digital Bodies in Major IT Ministry Overhaul

Pakistan’s Ministry of Information Technology and Telecommunication (MoITT) has decided to undertake a comprehensive review of the roles, responsibilities, and institutional mandates of the country’s key digital sector organizations, including the Pakistan Telecommunication Authority (PTA), National Information Technology Board (NITB), Pakistan Software Export Board (PSEB), Ignite, and other affiliated entities.

The initiative forms part of the ministry’s proposed organizational restructuring, which aims to modernize Pakistan’s digital governance framework and establish a more coordinated institutional structure capable of supporting the country’s digital economy over the next decade.

Ministry to Redefine Institutional Responsibilities

According to the proposal, the ministry will reassess the existing functions of its attached departments and organizations to determine whether their responsibilities overlap and identify opportunities to improve operational efficiency.

A consultant will be hired to conduct a comprehensive review of the ministry and its affiliated institutions, examining their current mandates, governance structures, and functional responsibilities. Based on the findings, the consultant will develop recommendations for a new governance framework that better aligns institutional roles with Pakistan’s evolving digital priorities.

The review will also examine how responsibilities are distributed among the ministry and its subordinate organizations while identifying areas where duplication of work or overlapping authority may exist.

Better Coordination Between Federal and Provincial Digital Institutions

The restructuring exercise will also focus on improving coordination between federal and provincial organizations responsible for digital governance.

The consultant will propose new collaboration mechanisms designed to strengthen institutional cooperation while ensuring that autonomous regulatory bodies continue to exercise their legal powers independently.

Officials say the objective is not to reduce the autonomy of regulatory institutions but to create clearer governance structures that minimize duplication and improve policy implementation across government.

Digital Economy Priorities to Shape New Framework

The review will cover several strategic technology sectors that are expected to define Pakistan’s digital future, including:

• Cybersecurity
• Artificial Intelligence (AI)
• Cloud Computing
• Digital Public Services
• Digital Governance

The ministry intends to develop an institutional framework capable of leading Pakistan’s digital transformation and supporting the growth of the digital economy over the next ten years.

Consultant to Recommend Legal and Administrative Reforms

As part of the assignment, the consultant will also prepare a roadmap for institutional reforms, including recommendations for amendments to the Rules of Business, 1973, where required.

The proposed reforms are expected to redefine governance arrangements across the Ministry of IT and its attached organizations, providing clearer institutional responsibilities and more effective coordination mechanisms.

The consultancy assignment has been scheduled for a period of six months, with work expected to commence in October 2026.

A Shift Towards Smarter Digital Governance

The proposed restructuring reflects the government’s broader effort to build a more integrated digital governance ecosystem as Pakistan expands its focus on digital public services, AI policy, cybersecurity, cloud infrastructure, and technology-led economic growth.

If implemented, the review could reshape how some of Pakistan’s most important digital institutions work together, creating a governance model designed to improve coordination, reduce administrative overlap, and strengthen the country’s capacity to deliver on its long-term digital transformation agenda.
