Pakistan has joined 28 other countries in signing an agreement to establish the World AI Cooperation Organization (WAICO), a new international body aimed at promoting cooperation and improving global governance in artificial intelligence (AI).
The agreement was signed in Shanghai, China, where the organization will also be headquartered. The initiative, led by China, seeks to create a platform for countries to work together on AI-related policies, innovation, and responsible technology development.

Pakistan is among the founding members of the organization, alongside countries including Russia, Belarus, Serbia, Cuba, Brazil, and Venezuela, as well as several nations from Asia and Africa. The signing marks Pakistan’s participation in an international effort to strengthen collaboration on one of the world’s fastest-growing technologies.
The agreement was signed a day before the annual World Artificial Intelligence Conference (WAIC) in Shanghai. During the event, Chinese President Xi Jinping presented China’s vision for expanding international cooperation and shaping the future of AI governance.
China first proposed the creation of the World AI Cooperation Organization during last year’s AI conference. Although the idea received international attention, this year’s agreement marks the official launch of the organization with its first group of founding member countries.
The establishment of WAICO reflects the increasing need for countries to work together as artificial intelligence continues to transform industries, economies, and public services. Through this new platform, member states aim to encourage knowledge sharing, policy coordination, and the responsible development and use of AI technologies.
