Pakistan Plans LTE-R Expansion as PTA Pushes Better Mobile Coverage Along Railways and Highways

Pakistan is moving to strengthen telecom connectivity along major transport corridors, with Pakistan Railways seeking dedicated LTE-R spectrum for the Karachi-Sukkur section of the Main Line-1 project as part of a broader effort led by the Pakistan Telecommunication Authority to improve mobile coverage and service quality.
According to official documents, PTA is working with cellular mobile operators, the Universal Service Fund and other stakeholders on a comprehensive connectivity plan covering motorways, highways, railway corridors, tourist destinations and other underserved areas.
The telecom-focused initiative aims to address persistent coverage gaps along key routes while improving service quality for passengers, commuters, and transport operators.
A central element of the plan is stronger enforcement of cellular operators’ rollout obligations. This includes the installation of additional base transceiver station (BTS) sites in areas where coverage remains weak, alongside phased upgrades to 5G infrastructure.
The strategy also relies on USF-backed deployments in areas that may not be commercially attractive for private operators. Planned projects include connectivity expansion along the M-1 and M-2 motorways during fiscal year 2026-27.
PTA’s broader approach also includes greater infrastructure sharing among telecom operators, a measure intended to reduce deployment costs and speed up network expansion across difficult or low-revenue routes.
Satellite-based connectivity is also being considered as an emerging option for areas where conventional terrestrial networks remain difficult or expensive to deploy.
One of the most significant telecom developments in the plan is the proposed expansion of LTE-R, a railway-specific communications technology designed to support dedicated connectivity across rail networks.
Pakistan Railways is already in discussions with PTA over the allocation of an LTE-R spectrum band for the Karachi-Sukkur section of ML-1.
The move indicates that authorities are looking beyond conventional public mobile coverage and toward dedicated communications infrastructure for railway operations.
LTE-R can support more reliable communications across railway corridors by providing a dedicated mobile network environment for operational and safety-related connectivity. In the case of ML-1, the planned allocation would mark an important step toward modernizing communications infrastructure along one of Pakistan’s most important railway routes.
Telecom Connectivity Becoming Part of Transport Infrastructure
The emerging framework also highlights a broader shift in how telecom infrastructure is being treated within Pakistan’s transport planning.
Rather than viewing mobile coverage as a separate commercial service, the government’s approach increasingly links connectivity with highways, railways, tourism, and other public infrastructure.
For telecom operators, the plan could translate into additional rollout requirements, new infrastructure-sharing arrangements, and more coordinated deployment along strategic transport corridors.
For PTA, the challenge will be to balance commercial viability with public-service connectivity, particularly in areas where network expansion would otherwise offer limited financial returns.
The proposed LTE-R expansion for ML-1 is therefore only one part of a wider effort to improve telecom coverage across Pakistan’s transport network, combining conventional mobile towers, 5G upgrades, USF-supported expansion, infrastructure sharing and potentially satellite connectivity.
If implemented as planned, the strategy could significantly improve mobile and operational communications along some of the country’s busiest and most important transport routes.
