Pakistan has officially positioned itself among the world’s top three freelance nations, supplying nearly 3 million freelancers, according to fresh insights shared by the Pakistan Telecommunication Authority (PTA). This massive workforce now accounts for 12.5% of the global freelance market, reflecting the country’s growing digital footprint and rising role in the international gig economy.
However, despite its scale and rapid expansion, the sector faces critical challenges that could limit both earnings and long-term competitiveness.
Low-Paid Work Still Dominates the Sector
The PTA report highlights a concerning trend: 23% of Pakistani freelancers are working in low-paid segments such as basic data entry and routine administrative support. These categories are highly vulnerable to AI-driven automation, putting a significant portion of earners at risk of future displacement.
This structural imbalance shows why Pakistan’s freelance potential remains underutilized despite strong global demand for remote talent.
Earnings Far Below Global Average
According to the report, Pakistani freelancers earn an average of $4 per hour, dramatically lower than the global hourly average of $28.
This earnings gap underscores two persistent issues:

Experts say targeted upskilling and wider access to export-ready digital training programs could sharply boost income levels.
Gender Gap Remains Wide
The data also reveals a significant gender imbalance in Pakistan’s freelance economy. Women account for just 21% of the freelance workforce, compared to 79% men.
This disparity reflects broader social and structural barriers, including:

These three urban hubs remain the backbone of Pakistan’s digital exports, benefiting from stronger connectivity, better training availability, and higher international client demand.
