Freelance Earnings Surge 49% Year-on-Year

Between July and May of FY2025–26, freelancers in IT and related fields generated more than $1.06 billion, compared to $708 million in the same period last year. This represents a strong year-on-year growth of nearly 50%.

Overall, Pakistan’s total IT exports reached around $4 billion, meaning freelancers now account for a significant share of the sector’s performance.

A year earlier, freelancers contributed about 20.3% of IT exports, showing a clear increase in their role within the industry.

Total Freelance Contribution Nears $1.6 Billion

In addition to IT-related work, freelancers also earned an estimated $533 million from non-IT services, bringing their total foreign exchange contribution to nearly $1.6 billion during the same period.

Despite strong growth, some industry voices have raised concerns that certain companies may be classifying regular employees as freelancers to benefit from tax incentives.

Experts say the growth in freelancing is being driven by several factors:

Chairman of the Pakistan Freelancers Association (PAFLA), Ibrahim Amin, described the achievement as a major milestone and said the sector could potentially generate up to $3 billion annually in the coming years if supportive policies continue.

He also welcomed the retention of the 0.25% final tax regime, noting that freelancers already face significant deductions from global platforms and payment services, which can reduce earnings by 25–30%.

Infrastructure and Skills Gaps Remain Key Challenges

Industry representatives stress that long-term growth depends on reliable infrastructure, especially:

Pakistan is estimated to have nearly three million freelancers, making it one of the largest freelance labor markets globally.

Experts also warn that the rapid rise of artificial intelligence (AI) is changing the nature of freelance work.

According to AI integration researcher Dr. Munawar Javed Ahmad, automation is replacing many routine tasks while also creating new opportunities for skilled freelancers.

He emphasized that professionals who adopt AI tools and develop advanced digital skills will be better positioned to earn higher incomes in the future.

He also urged collaboration between government and industry to launch training programs, bootcamps, and skill development initiatives focused on AI technologies.
