Peca: Pakistan’s New Cybercrime Law Sparks Digital Rights Concerns
Peca (The Prevention of Electronic Crimes Act) is set to undergo controversial amendments that could dramatically restrict digital freedoms in Pakistan. The new bill, which passed the National Assembly, introduces stringent measures that could criminalize online information sharing
Under the proposed law, individuals could face up to three years in prison and a fine of 2 million rupees for disseminating content deemed to cause โfear, panic, or disorder.โ
Babu Ram Pant, Amnestyโs deputy regional director for South Asia, criticized the legislation as a move to โtighten the governmentโs grip over Pakistanโs heavily controlled digital landscape.โ The organization argues that the vague language surrounding the offense could be used to silence online dissent and suppress free expression.
The bill has already drawn significant pushback from journalists and opposition parties. Press representatives walked out during the National Assembly proceedings, viewing the legislation as a direct attack on freedom of expression. The PTI opposition has also condemned the bill, accusing coalition partners of hypocrisy.
Human rights groups like the Human Rights Commission of Pakistan (HRCP) have echoed Amnestyโs concerns. They warn that the law could become another tool for targeting political activists, journalists, and human rights defenders by effectively criminalizing criticism of state institutions.
The legislation also establishes four new authorities to regulate digital content, which critics argue will impose โdisproportionate multi-layered controlsโ on online communication. With appeals going directly to the Supreme Court and the tribunal comprising government-appointed members, there are fears of reduced judicial oversight.
As the bill moves to the Senate, digital rights advocates are calling for extensive public debate and meaningful consultation to ensure the protection of citizensโ fundamental rights in the digital sphere.
