PTA Makes 5G Equipment Compliance Mandatory: Telecom Devices Need a Certificate Before Import, Installation or Use

The regulator has notified technical standards for telecom equipment, including 5G user devices and base stations, covering licensees, manufacturers and importers.

Anyone bringing telecom equipment into Pakistan will now need PTA’s sign-off first. The Pakistan Telecommunication Authority (PTA) has made compliance with prescribed technical standards mandatory, and the rules explicitly cover 5G devices and network equipment.

Under the framework, a certificate from PTA must be obtained before relevant equipment is imported, installed, or used. PTA 5G equipment compliance is now a legal condition, not a voluntary benchmark.

What the framework requires

The rules bring international standards for 5G user equipment into Pakistani regulation. The requirements cover radio performance, spectrum access, and electromagnetic compatibility (EMC). EMC means a device works properly around other electronics without causing or suffering interference.

Separate radio conformance testing requirements have been set for 5G New Radio (NR) base stations. NR is the air interface that 5G networks use, and base stations are the towers and radio units that connect devices to the network.

Testing for 5G equipment also draws on the relevant 3GPP and ETSI conformance standards. For 5G user equipment, the requirements cover radio transmission, reception, performance, and protocol testing.

Legal basis and who is covered

The framework is enforced under the Telecommunication Equipment Standard Regulations 2024. It was notified in the Gazette through S.R.O. 1110(I)/2026 after federal government approval.

It applies to PTA licensees, telecom equipment manufacturers, and importers. That puts operators and the supply chain under the same obligation.

Element What the rules say
Requirement PTA certificate before import, installation, or use
Standards 5G user equipment: radio performance, spectrum access, EMC
Base stations Separate radio conformance testing for 5G NR
Test references 3GPP and ETSI conformance standards
Legal basis Telecommunication Equipment Standard Regulations 2024; S.R.O. 1110(I)/2026
Applies to PTA licensees, manufacturers, importers

What PTA says it wants

PTA says the step should improve compatibility, interoperability, safety, and service quality. It also expects the framework to support technical progress in the telecom ecosystem and to encourage local manufacturing.

Interoperability means equipment from different makers can work together on the same network. For a country that imports most of its telecom hardware, that is a practical concern.

Why the timing matters

Pakistan sold 480 MHz of spectrum in its March 2026 auction, raising about $507 million from Jazz, Zong, and Ufone. Operators are now expected to build out 5G. A standards regime that arrives once the network build begins puts a clear checkpoint on the equipment they order.

For importers, this adds a compliance step before goods clear. Firms that already test to 3GPP and ETSI standards may find the transition simple. Smaller importers, who often rely on suppliers’ paperwork, may find it harder.

The value of this framework will show in execution. Clear timelines, published test procedures, and a fast, predictable certification process would make it an asset to serious importers and manufacturers. If the process is slow or opaque, it will add cost and delay without the quality gains PTA is aiming for.
