PTA Clears ‘e&’ Brand for PTML-Telenor Merger, Ending Approval Uncertainty
PTA approves e& as a unified brand for the PTML-Telenor merger, clearing regulatory uncertainty before the commercial launch in Pakistan.

The Pakistan Telecommunication Authority has formally approved the introduction of “e&” as the unified brand identity for the merged operations of Pak Telecom Mobile Limited and Telenor Pakistan, effectively ending speculation that regulatory clearance for the rebranding was still pending.
According to an official PTA letter dated June 16, 2026, the regulator granted prior approval to a joint request submitted by PTML and Telenor Pakistan for the modification of their existing brand names and the adoption of the unified “e&” identity across Pakistan after the completion of their merger.
The approval, however, is conditional. PTA stated that the merger must be completed in accordance with applicable laws and the court-approved scheme of amalgamation. The regulator also directed PTML, which will remain the surviving entity after the merger, to formally notify the authority before launching any commercial rollout or marketing campaign under the new brand.
The letter refers to the PTA’s earlier decision of March 18, 2026, through which the authority had allowed the transfer of Telenor Pakistan’s licenses and its amalgamation into PTML. It also cites PTML’s application dated April 16, 2026, seeking approval for the new brand identity.
The latest development confirms that key corporate and regulatory steps required for the rebranding have now been completed. Earlier, the PTML board had approved the adoption of the “e&” brand, while the Islamabad High Court had sanctioned the scheme of amalgamation. PTML had also submitted the certified scheme to the Securities and Exchange Commission of Pakistan.
With the PTA’s approval now in place, the company has cleared a major regulatory hurdle before commercially introducing the “e&” brand in the Pakistani market.
The rebranding, however, has drawn debate in some quarters. Concerns have been raised over the omission of the word “Pakistan” from the proposed brand name, with critics questioning whether adequate due diligence was carried out before approving the new identity.
The PTA letter indicates that the regulator has formally cleared the use of the unified “e&” brand, subject to the stated legal and procedural conditions. The approval paves the way for the merged PTML-Telenor entity to move towards its commercial rebranding phase in Pakistan.
