PTA Cracks Down on Mobile Operators Over Poor Service Quality

PTA intensified action against mobile operators over poor service quality, issuing notices, warnings, and Rs 68.9 million in penalties.

The Pakistan Telecommunication Authority (PTA) has taken a series of enforcement actions against mobile operators over poor service quality during the past five years, including show-cause notices, warning letters, and financial penalties.

According to details submitted by the Ministry of Information Technology and Telecommunication to the Senate, PTA issued 39 show-cause notices to mobile operators over substandard services and network performance during the five-year period.

The regulator also issued 18 warning letters as part of its efforts to push operators to improve service standards and comply with quality-of-service requirements.

The documents show that PTA imposed penalties worth Rs 68.9 million on mobile companies over poor service quality.

Of this amount, Rs 13.6 million has been recovered from operators so far.

The figures indicate that while PTA has stepped up regulatory action, a significant portion of the imposed penalties remains unrecovered or tied to ongoing legal proceedings.

According to the Senate submission, 11 cases are currently sub judice, meaning they remain under litigation.

The documents also refer to Rs 32.05 million in bank guarantees linked to proceedings before the Islamabad High Court, reflecting the legal challenges surrounding some of the regulator’s enforcement actions.

Poor network quality remains a key issue

The regulatory crackdown comes amid persistent consumer complaints about call quality, weak signals, mobile internet speeds, dropped connections, and inconsistent coverage in different parts of the country.

With mobile connectivity now central to banking, education, business, e-commerce, and digital government services, reliable network performance has become increasingly important for consumers and the broader digital economy.

PTA routinely conducts quality-of-service assessments to evaluate mobile operators against prescribed standards and can take regulatory action where deficiencies are identified.

The latest figures submitted to the Senate show that PTA has relied on a combination of warnings, show-cause notices, and financial penalties to push operators towards better service quality.

As Pakistan moves towards wider adoption of advanced mobile technologies and greater dependence on digital services, pressure on operators to improve network reliability and service standards is likely to remain a major regulatory priority.
