PTA Issues 300 District-Level Internet Licenses to Boost Fiber and Digital Connectivity

PTA issues 300 district-level internet licenses to expand fiber networks, improve connectivity and boost broadband access across underserved areas nationwide.

The Pakistan Telecommunication Authority has issued around 300 district-level Class Licenses to telecom and internet service providers as part of an expanding effort to improve broadband access, fiber deployment, and digital connectivity across the country.

PTA officials said most of the new licenses have been issued in districts of Khyber Pakhtunkhwa, where the regulator is seeking to encourage smaller operators to expand internet access beyond major urban centers.

The district-level licensing framework allows companies to provide internet services within a specific district rather than requiring broader regional or nationwide licenses. PTA introduced the framework from January 1, 2026, with the stated aim of promoting local investment and improving broadband penetration in underserved areas.

District-Level Licenses Target Fiber Expansion

According to PTA officials, the issuance of 300 licenses over the past several months is expected to support fiberization and last-mile connectivity, particularly in areas where fixed broadband infrastructure remains limited.

Each class license is valid for 10 years. The initial license fee is Rs 300,000, while the annual license fee for the first year is Rs 100,000. Earlier details of the framework also show an application processing fee of Rs 20,000 and annual license fees that rise by 10% in subsequent years.

License holders are required to begin providing services within one year of receiving the license. Previous PTA licensing details also require operators to meet rollout obligations after obtaining their commencement certificate.

The regulator has said the district-based model is designed to lower entry barriers for smaller and regional internet providers while increasing competition in Pakistan’s broadband market.

Earlier this year, PTA had issued dozens of such licenses in districts including Lahore, Sargodha, Faisalabad, Islamabad, Attock, South Waziristan, and Lower Chitral, showing that the framework was already extending into both urban and underserved areas.

PTA officials now expect the larger licensing drive to help accelerate fiber deployment in remote districts, improve internet availability, and widen access to digital services. The initiative forms part of a broader push to expand Pakistan’s telecom infrastructure, with authorities also pursuing measures to reduce right-of-way costs and encourage investment in fiber networks.
