PTA Issues SOPs For Cross Border Telecommunication Links

The Pakistan Telecommunication Authority (PTA) has issued Standard Operating Procedures (SOP) for telecommunication and internet companies. PTA Issues SOPs For Cross Border Telecommunication Links with neighboring countries. Government also allowed private Telecom and internet companies to establish connections with neighboring countries. In this regard they are also allowed to use satellite, wireless and submarine networks.

PTA Issues SOPs For Cross Border Telecommunication Links

According to the PTA’s SOPs, different companies are allowed to establish cross border bilateral/transit communication links. However, they can establish the links via terrestrial fixed wireline/fixed wireless or satellite, under their respective licenses.

These companies includes:

  • all Long Distance & International (LDI) licensees
  • Pakistan Telecommunication Company Ltd. (PTCL)
  • National Telecommunication Corporation (NTC)

“Every eligible licensee intending to establish cross border bilateral/transit communication links with neighboring countries of Pakistan via terrestrial fixed wireline/wireless or satellite shall require prior approval from PTA”,

it added.

Meanwhile, Government of Pakistan has constituted an Inter-Ministerial Committee (IMC). The committee consists of various members for evaluation of these links with neighboring countries. Further, they are allowed to grant approval or denial of every application in this regard.

Further, the IMC is comprised of following members:

  • Chairman PTA
  • PTA Convener
  • A representative from Cabinet Division
  • One representative from IB {Director General or Director
  • A representative from ISI
  • A representative from Ministry of Interior.

On the receipt of approval/NOC, as per IMC members’ requirements, PTA will initially grant Permit in Principle with certain conditions. Every application for cross border link shall include valid agreement with counterpart in other country. However, PTA will grant Final approval on many conditions.
