PTA moves to host WhatsApp chatbot with 24/7 service, AI-style automated responses

The Pakistan Telecommunication Authority (PTA) has moved to operationalise a dedicated WhatsApp-based chatbot service, seeking a professional hosting provider capable of handling thousands of simultaneous conversations while ensuring round-the-clock availability, data protection and secure communication.

According to the standard bidding document, the telecom regulator has invited bids for the “Hosting of PTA Chatbot (WhatsApp based solution)” under contract reference P52985. The hosting arrangement is planned for two years, with the service expected to commence from September 11, 2026.

The initiative signals PTA’s push towards expanding automated digital interaction with telecom consumers, with the proposed platform designed to respond to customer queries without human intervention and provide services through WhatsApp, one of the country’s most widely used messaging platforms.

The procurement document requires the hosting service to provide unlimited incoming and outgoing traffic and handle thousands of conversations simultaneously without compromising service quality. The chatbot is also required to support multiple languages and a broad range of digital content, including images, videos, PDFs, locations and audio messages.

Importantly, PTA has sought end-to-end encryption for secure communication, seamless operation across Android, iOS and web versions of WhatsApp, and a backend control panel giving the Authority access to analytics and performance information.

The proposed system would also feature quick replies, numbered lists and interactive buttons, while allowing the chatbot to fetch user information and provide personalised responses. It would be capable of sending alerts, reminders, promotions and OTPs in a controlled and secure manner and could potentially be integrated with backend systems such as customer relationship management, enterprise resource planning and ticketing platforms.

The specifications further require built-in mechanisms to ensure users have opted in for communications and provide tracking of performance, response rates and engagement metrics.

PTA has adopted the Least Cost Based Selection (LCBS) method for the procurement under a single-stage, single-envelope open competitive bidding process. Eligible bidders must possess relevant registration to operate in Pakistan and demonstrate relevant contracts with parties in or outside Pakistan.

The bidding documents require prospective service providers to submit their bids electronically through EPADS v2.0. The deadline for submission is August 27, 2026 at 11:00am, while bids will be opened the same day at 11:30am. Manual submission of bids will not be entertained.

The tender document states that prices will be quoted in Pakistani rupees and remain fixed, while bids will carry a validity period of 90 days. It also specifies that alternative bids will not be permitted.

PTA has also made provision for connectivity and personnel who can respond within minutes in case of service-related problems, under the related services component of the procurement.

While the bidding document does not disclose an estimated contract value, it makes clear that the regulator wants a scalable and secure digital platform capable of supporting high-volume consumer interaction over a two-year period.

The procurement is part of PTA’s broader move towards digital service delivery, potentially allowing consumers to obtain information and interact with the regulator through a familiar messaging interface rather than relying solely on conventional calls, emails or physical complaint channels.
