PTA Pushes for Cut in Mobile Phone Taxes Amid Affordability Concerns

The Pakistan Telecommunication Authority (PTA) has indicated its support for a reduction in mobile phone taxes, a move that could lower smartphone prices in Pakistan and improve access to digital services in the coming years.

Officials at the regulator acknowledge that the existing tax regime on imported mobile phones has significantly increased retail prices, placing modern smartphones beyond the reach of a large segment of the population. Public concern over affordability has continued to grow, particularly as smartphones have become central to daily life.

According to informed sources, the PTA has formally conveyed to the government that mobile phones can no longer be treated as luxury items. Instead, they are now essential tools for education, small businesses, digital banking, e-commerce, and remote work. In this context, high import duties and associated taxes are seen as creating unnecessary barriers for consumers seeking access to technology.

The authority has also drawn attention to complaints from overseas Pakistanis, who often face high costs and procedural difficulties when registering mobile phones brought from abroad. PTA officials note that the current system has made airport registration both expensive and inconvenient, resulting in repeated grievances from returning travelers.

Industry observers point out that smartphone prices in Pakistan remain considerably higher than in neighbouring markets, a disparity that has contributed to smuggling and the widespread use of unregistered devices. The PTA believes that a rationalization of mobile phone taxes could encourage legal imports, improve market competition, and potentially increase government revenue over time through better compliance.

PTA officials have expressed cautious optimism that the federal government may revisit mobile phone taxation in the next budget cycle or as part of policy measures planned for 2026. If implemented, such changes could make smartphones more affordable and support broader digital inclusion, aligning with the government’s stated vision of a more connected and digitally enabled Pakistan.
