PTA Selects Consultants for 3G Auction

The Pakistan Telecommunication Authority (PTA) after completing necessary rigorous process of evaluation of the technical and financial proposals of interested companies has so far selected Value Partners Management Consulting Limited as consultant to materialise the much-delayed spectrum auction for next generation.

Following the receiving of total seven bids from various consulting firms for the advertised slot of consultant to expedite much-awaited auction of 3G cellular license, PTA on Saturday opened financial proposals of the pre-qualified consultants in the presence of their representatives, who choose to attend the event. The regulator prior to the selection of consultant for said auction had declared five companies as pre-qualified consultants.

The PTA completed evaluation of quality (technical proposal evaluation) and declared following companies as pre-qualified: a) Arthur D Little Middle East FZ-LLC Booz & Company, b) Detecon International GmbH, c) Frontier Economics Limited, d) Value Partners Management Consulting Limited and e) Frontier Economics Limited. A spokesperson has confirmed the information. He said the government has speeded up its efforts to materialize the much-delayed spectrum auction for next generations.

The regulator has finalized Value Partners Management Consulting Limited; a UK, US, Singapore and Madrid-based consortium as consultant for spectrum auction for next generations. Selection of the consultant has been made according to necessary rules and regulations involved in this regard. He also informed that a contract award ceremony would be held during this running week.

A senior official at PTA said:

The selected consultant will be responsible for providing professional analysis, input and advice/ recommendations on the whole auction process as per the PTA’s RFP and ToR, and for the successful completion of auction in a transparent manner, averting collusion, ensuring competition and complete transparency in the auction process.[/pull_quote_center]
