PTA Struggles to Recover Rs 55bn from Telecom Operators Amid Prolonged Legal Disputes

The Pakistan Telecommunication Authority (PTA) is struggling to recover more than Rs 55.57 billion owed by various telecom operators, with the majority of the outstanding amounts stalled due to extended legal battles.

According to official documents, telecom operators collectively owe Rs16.33 billion in principal payments, while late-payment charges have surged to Rs39.24 billion, driving total liabilities to an unprecedented level. Officials confirmed that nearly all major dues remain sub judice, preventing the regulator from enforcing recovery.

In addition to the PTA’s pending recoveries, contributions owed to the Ministry of IT and Telecom, including allocations for the Universal Service Fund (USF) and the Research and Development (R&D) Fund, also remain unpaid as operators contest the liabilities in court. Another category of dues, the Access Promotion Charges (APC) for USF, is similarly stuck in litigation.

Efforts by the PTA to retrieve the outstanding amounts have repeatedly faced legal roadblocks. The regulator issued multiple show-cause notices, passed enforcement orders, and even initiated recovery proceedings under the Land Revenue Act. However, telecom operators challenged these actions in various courts, securing stay orders that have effectively halted the recovery process.

Officials warned that the prolonged legal stalemate continues to strain public-sector development funds tied to telecom contributions, while undermining the regulator’s capacity to enforce financial compliance. The government is expected to review the issue in future meetings to assess whether policy adjustments or legal reforms are required to expedite the resolution of the pending cases.
