PTA suspends Fiber 2 Home licence over unpaid dues, missing audited accounts

The Pakistan Telecommunication Authority (PTA) has suspended the licence of Fiber 2 Home (Private) Limited for one month over its failure to submit annual audited accounts and pay annual regulatory dues for three consecutive years, warning that the licences would stand terminated if the company fails to comply within the stipulated period.

The enforcement order, issued under Section 23 of the Pakistan Telecommunication (Re-organization) Act, 1996, said the company had failed to meet mandatory regulatory obligations for the financial years ended June 30, 2023, 2024 and 2025.

The PTA said Fiber 2 Home was required under its licence conditions and applicable regulations to submit annual audited accounts, auditors’ certificates and reporting packages, besides paying annual licence fee, Research and Development Fund and Universal Service Fund contributions within 120 days of the close of each financial year.

The authority said the company was also liable to pay a late payment additional fee (LPAF) at the rate of two percent per month on outstanding regulatory dues from the due date until payment.

According to the order, PTA had repeatedly approached the company regarding its outstanding compliance obligations.

For the year ended June 30, 2023, letters were issued on September 28, 2023, followed by reminders on October 16 and November 29, 2023. The authority said Fiber 2 Home neither submitted the required financial documents nor deposited the regulatory dues.

Similarly, for 2024, PTA issued a letter on September 30, 2024, followed by reminders on November 18, 2024 and January 8, 2025. The company again failed to comply.

For the year ended June 30, 2025, PTA issued a letter on October 17, 2025 and reminders on November 25, 2025 and January 26, 2026, but the company allegedly remained non-compliant.

The authority subsequently issued a show-cause notice on March 4, 2026, requiring the company to submit the outstanding audited accounts and pay all regulatory dues, including LPAF. PTA also fixed hearings on May 14 and July 15, 2026.

However, according to the enforcement order, Fiber 2 Home neither responded to the show-cause notice nor appeared before the authority at either hearing.

PTA said the notices were served at the address provided and maintained by the licensee, but the company failed to respond. Consequently, the authority proceeded ex-parte against the licensee on the basis of the available record.

Under the order, the PTA has suspended Fiber 2 Home’s licences for one month or until submission of audited accounts for 2023, 2024 and 2025 and payment of all annual regulatory dues, including LPAF, whichever occurs earlier.

The authority warned that if the company fails to comply, its licences issued in 2012 and 2018 would stand terminated automatically upon expiry of one month from the date of issuance of the enforcement order, without any further notice.

PTA has also directed all LDI, LL, TIP and mobile licensees to immediately suspend all telecommunication facilities extended to Fiber 2 Home until further orders from the authority.
