Senate IT Committee Summons NCCIA Over Alleged Rs 1.5 Crore Monthly Corruption

The Senate Standing Committee on Information Technology and Telecommunication will meet on Tuesday to review a wide-ranging agenda involving mobile services, data protection, digital governance, and reported corruption within the National Cyber Crime Investigation Agency (NCCIA).

According to the committee’s agenda, members will receive a detailed briefing on the closure of mobile services in District Lakki Marwat, Khyber Pakhtunkhwa, an issue raised earlier by Senator Atta-ur-Rehman during the Senate session on November 13.

The committee has also summoned the Secretary Interior and the Deputy Commissioner of Islamabad to explain the measures in place for protecting citizen data collected via the ICT Household Survey app, especially in the absence of comprehensive data protection legislation. Officials will be asked to clarify which authority will act as the data repository and which government bodies will have access to the information.

Another key item includes a briefing on Islamabad’s vehicle monitoring system using E-tags, the functioning of its data center, and security protocols to safeguard real-time traffic and identification data.

In a significant development, the committee has called the Director General of NCCIA to respond to media reports—particularly those carried by the media—alleging that NCCIA officials receive Rs 1.5 crore per month in bribes from illegal call centers. The committee will seek an update on the actions taken in response to these allegations.

Members will also examine governance and audit matters related to the telecom sector. The committee has requested details on the last audit conducted of PTCL, along with the names, designations, compensation per meeting, and meeting frequency of the Ufone Board of Directors over the past two years.

The Chairman of PTA has been asked to brief the committee on VPN licensing, including the existing framework, challenges, and procedures companies must follow to obtain VPN licenses in the future.

Rising consumer costs in the telecom sector will also come under the spotlight. The Minister for IT and Telecom will update the committee on the sharp increases in mobile data and call package rates, as well as measures taken to protect consumer rights.

Additionally, the CEO of the Universal Service Fund (USF) will present a compliance report addressing multiple mobile network issues previously highlighted by senators, particularly connectivity problems affecting underserved areas.

The meeting will produce critical directions for federal ministries and regulators as Pakistan confronts growing challenges surrounding digital security, cyber governance, telecom affordability, and public data protection.
