Senate Passes National Forensics Agency Bill to Strengthen Crime Investigation

On Friday, the Senate unanimously passed the National Forensics Agency (NFA) Bill, 2024, aiming to revolutionize forensic capabilities across Pakistan. Interior Minister Mohsin Naqvi introduced the legislation on October 17, seeking to establish a full-fledged independent forensic agency equipped to battle modern crimes effectively.

The basic goal behind this bill is to establish a cutting-edge digital forensic lab. The facility will reportedly focus on investigating crimes involving electronic devices, deepfakes, and cyber offenses. Moreover, it will prepare Pakistan to tackle the evolving landscape of digital crime.

A statement summarizing the billโ€™s objectives underscored that the NFA would integrate digital and cyber forensics. Moreover, it will set up a center of excellence and a dedicated research and development (R&D) department. These initiatives aim to decrease dependence on foreign expertise by developing indigenous solutions and promoting self-sufficiency in forensic capabilities.

Law Minister Azam Nazeer Tarar presented the bill in the Senate. He underscored its importance in addressing the fragmented forensic services currently available in Pakistan. Furthermore, he noted that Lahoreโ€™s forensic laboratory established in 2010 by Prime Minister Shehbaz Sharif, is overburdened. So, there is an urgent need to upgrade conventional labs and establish a nationwide digital forensic network. It will provide equitable access to forensic services for provinces, Gilgit-Baltistan (GB), and Azad Jammu and Kashmir (AJK).

The agencyโ€™s creation highlights a shift toward standardized forensic practices across Pakistan. Moreover, it aligns with global advancements in crime investigation. In addition to digital forensics, the NFA will use traditional methods including DNA analysis, pathology, ballistics, and toxicology, improved by artificial intelligence and smart digital tools. This forward-looking initiative will help Pakistan address complex crimes, streamline investigations, and promote justice, steering in a new era of forensic excellence.
