Starlink Needs Security Clearance and Licenses to Operate in Pakistan: Chairman PTA

The satellite internet service provider, Starlink, which is a subsidiary of Elon Musk’s SpaceX, recently got registered with the SECP, alias, Starlink Internet Services Pakistan (Pvt) Ltd. However, the company faces numerous regulatory hurdles before starting operations in the country.

The chairman of the Pakistan Telecommunication Authority (PTA) Major General (R) Hafeez ur Rehman recently said that Starlink has yet to security clearance, a critical prerequisite for obtaining a license. He emphasized, “Without a security clearance, we cannot issue the required license for operations. It’s not true that Starlink services were available in Pakistan even not through illegal means” 

Moreover, the chairman revealed that Starlink would also need to acquire Long Distance and International (LDI) and Local Loop (LL) licenses. These permits are essential for providing satellite-based broadband services in compliance with PTA regulations.

He also clarified that Starlink internet service relies on satellite-based equipment installed at homes, unlike mobile internet. The PTA chairman noted that while satellite broadband can enhance connectivity in remote areas, its technology and infrastructure are different from conventional mobile internet services.

Currently, no satellite operator directly offers services to customers in Pakistan, except PTCL’s Global Mobile Personal Communications by Satellite (GMPCS) service. Other satellite operators only provide bandwidth to LDI and LL licensees for traffic transportation.

Starlink’s entry could revolutionize connectivity in underserved regions, but regulatory compliance remains paramount. The requirement for security clearance and licenses ensures adherence to national laws and safeguards. However, delays in processing applications could hinder innovation and competition in the broadband market. The government needs to establish a transparent and efficient approval process to facilitate the introduction of cutting-edge technologies while addressing security concerns. A balanced approach can enable progress without compromising national interests.
