FBR Introduces New Registration Process For Imported Mobile Phones

The Federal Board of Revenue (FBR) aims to streamline the mobile phone registration process for devices imported into Pakistan. To ensure compliance with the Pakistan Telecommunication Authority (PTA) standards, FBR recently introduced a comprehensive procedure for commercial importers to regularize unregistered mobile phones with SIM/IMEI functionality.

FBR Issues Fresh Registration Procedure For Commercial Importers

As per the latest guidelines, the FBR has updated its Customs General Order (CGO) No. 01 of 2019 through the issuance of CGO 1 of 2024. The amendment brings a new procedure for obtaining a Certificate of Clearance (COC) for mobile phones that have already received type approval from the PTA.  It is pertinent to mention here that importers have to first sign up for a commercial account on the DIRBS portal to initiate this process. After following a series of steps, including account activation through email verification, the application will be submitted.

How To Register???

Step 1: Go to the link https://dirbs.pta.gov.plc/drs/auth/login

Step 2: Click on the Sign-Up link.

Step 3: Select Commercial in the drop-down menu.

Step 4: Enter the required credentials listed for sign-up.

Step 5: Log in to your account to apply for CoC.

The procedure is quite simple. Commercial importers are required to apply through the PTA’s Device Identification Registration and Blocking System (DIRBS) online portal. They have to upload the required documentation for the mobile phones, including lists of IMEI numbers in CSV format. The DIRBS system will verify these numbers to confirm that they are associated with type-approved models. It will also reveal details if they are reported as stolen, duplicated, or cloned.

Once the application is submitted on the DIRBS portal, the system will check the provided IMEI numbers before forwarding the application to the FBR’s WeBOC system for customs processing. After the approval, the DIRBS system will allocate a Certificate of Compliance (CoC) for the application. The new procedure aims to simplify the registration and approval process for commercial importers. Moreover, it facilitates the legal import and sale of mobile phones in Pakistan.
