Pakistan Gets a New Cybercrime Watchdog: The National Cyber Crimes Investigation Agency (NCCIA)

In a significant move, the government has established a new agency, the National Cyber Crimes Investigation Agency (NCCIA), to handle cybercrime investigations in Pakistan exclusively. This marks the end of the Federal Investigation Agency’s (FIA) Cybercrime Wing, which is now officially “defunct.”

This decision follows the government’s earlier announcement of forming a separate authority to address the growing concerns of online threats. Information Minister Attaullah Tarar emphasized the need to “safeguard the digital rights of people” and combat issues like online harassment and the spread of misinformation on social media.

Previously, the FIA Cybercrime Wing was responsible for cybercrime investigations. However, the government felt a dedicated agency with specialized expertise was necessary to effectively tackle the evolving landscape of cybercrime.

Here’s what the new NCCIA entails:

  • Full Takeover: The NCCIA will now handle all cybercrime investigations previously under the FIA Cybercrime Wing. This includes ongoing investigations and future cases.
  • Transfer of Resources: All personnel, assets, and ongoing investigations related to the defunct Cybercrime Wing will be transferred to the NCCIA.
  • Temporary Continuity: Existing FIA Cybercrime Wing personnel will continue their duties for a year to ensure a smooth transition until the NCCIA fully staffs up.
  • Specialized Leadership: The Director-General with extensive experience will lead the NCCIA in relevant fields like computer science, digital forensics, and cyber law.
  • Enhanced Powers: The Director-General will hold the authority of an Inspector General of Police, signifying the agency’s importance in national security.
  • International Cooperation: The NCCIA will be the designated agency for international collaboration on cybercrime investigations.

This move signifies a major shift in Pakistan’s approach to cybercrime. The dedicated focus and specialized expertise of the NCCIA will improve the country’s ability to investigate and combat cyber threats more effectively.

It’s important to note that while the FIA Cybercrime Wing is dissolved, its personnel will continue their duties for a year, ensuring a smooth transition and continuity in ongoing investigations. The government’s commitment to strengthening its cybercrime response through the NCCIA is a positive step towards protecting citizens and digital rights in the online space.
